Myanmar/Burma Regime

Council Implementing Regulation (EU) 2021/706 of 29 April 2021 implementing Regulation (EU) No 401/2013 concerning restrictive measures in view of the situation in Myanmar/Burma and Council Decision (CFSP) 2021/711 of 29 April 2021 amending Decision 2013/184/CFSP concerning restrictive measures in view of the situation in Myanmar/Burma.

On 30 April 2021, the Council of the European Union implemented Regulation (EU) No 401/2013 concerning restrictive measures in view of the situation in Myanmar/Burma and Annex IV to Regulation (EU) No 401/2013 has been amended accordingly.

Entries 4 and 10 in the list of natural and legal persons, entities and bodies set out in Annex IV to Regulation (EU) No 401/2013 are replaced by the following entries:

The Council of the European Union has also implemented Council Decision (CFSP) 2021/711 so as to amend Decision 2013/184/CFSP concerning restrictive measures in view of the situation in Myanmar/Burma. Decision 2013/184/CFSP is amended as follows:

(1)

 Article 12 is replaced by the following: ‘Article 12, This Decision shall apply until 30 April 2022. It shall be kept under constant review. It shall be renewed, or amended as appropriate, if the Council deems that its objectives have not been met.’; 

(2)

the Annex is amended as set out in the Annex to this Decision

Entries 4 and 10 in the list of natural and legal persons, entities and bodies set out in the Annex to Decision 2013/184/CFSP are replaced by the following entries:

Council Implementing Regulation (EU) 2021/707 of 29 April 2021 implementing Article 17(3) of Regulation (EU) No 224/2014 concerning restrictive measures in view of the situation in the Central African Republic and Council Implementing Decision (CFSP) 2021/712 of 29 April 2021 implementing Decision 2013/798/CFSP concerning restrictive measures against the Central African Republic.

On 30 April 2021, the Council of the European Union implemented Article 17(3) of Regulation No 224/2014 concerning restrictive measures in view of the situation in the Central African Republic.  Annex I to Regulation (EU) No 224/2014 has been amended accordingly.

In the list set out in Part B (Entities) of Annex I to Regulation (EU) No 224/2014, the entry for the following entity is deleted:

On 15 April 2021, the Sanctions Committee of the United Nations Security Council has removed six entities from the list of persons and entities to whom the freezing of funds and economic resources applies. In Annex III to Regulation (EC) No 1210/2003, the following entries are deleted:

Council Implementing Regulation (EU) 2021/612 of 15 April 2021 implementing Regulation (EU) 2016/1686 imposing additional restrictive measures directed against ISIL (Da’esh) and Al-Qaeda and natural and legal persons, entities or bodies associated with them and Council Decision (CFSP) 2021/613 of 15 April 2021 amending Decision (CFSP) 2016/1693 concerning restrictive measures against ISIL (Da’esh) and Al-Qaeda and persons, groups, undertakings and entities associated with them

On 15 April 2021, The Council added one person to the EU sanctions regime against ISIL/Da'esh and Al-Qaida and persons, groups, undertakings and entities associated with them.

The sanctioned person, Mesut Sekerci, will now be subject to restrictive measures including a travel ban and an asset freeze. In addition, EU persons and entities are forbidden from making funds available to him.

Council Implementing Regulation (EU) 2021/587 of 12 April 2021 implementing Regulation (EU) No 359/2011 concerning restrictive measures directed against certain persons, entities and bodies in view of the situation in Iran and Council Decision (CFSP) 2021/595 of 12 April 2021 amending Decision 2011/235/CFSP concerning restrictive measures directed against certain persons and entities in view of the situation in Iran.

On 12 April 2021, the Council of the European Union deleted entry 16 in the list headed ‘Persons’ and replaced 35 entries to Annex I to Regulation (EU) No 359/2011 and The Annex to Decision 2011/235/CFSP.
